Abstract: Nowa day, there are various problems in the city which are very hazards andproblematic to the human life. If city is affect from any hazard. Hazard is asituation or thing that has the potential to cause harm to people, property orthe environment and it is condition with the potential to cause injury,illness, or death of personnel, damage to or loss of equipment or property ormission degradation if any people survive in hazard area. In the proposedsystem the user captures the image and sends to the server. On the server sidemultilayer perceptron network is applied to classify the images. Classifiedimages are sent to their designative departments. To work on that complaint nowdays mobile and information technology have become an integral part of ourlives. A new area where mobile is useful for gathering civil issues and theirlocations information as they are not readily accessible at any point. Thispaper is proposing simple and cost effective solution for civil complaintsreporting by providing android application for individual user andorganizational web portal for particular civil department. The proposed systemgives solution to all these problems. Using smartphone the authorized personcan complaint about his/her problem in his/her area.
